The plaque program was begun in 1986 by the then North End Homeowners Association to promote pride and knowledge by the owners of historic homes in the Old North End. It was modeled after programs on the East Coast, such as those in Bristol and Providence, Rhode Island.
Before the program began, Matt Railey had published Sadie's House, A Guide to researching Your Old House. The purpose of the book was to provide guidance to those interested in the plaque program and to others interested in researching their homes. The book is basically in two parts. The first is the history of Sadie's House in narrative form, which is meant to be the example of what should be submitted to earn a plaque. The second part of the book is meant to guide the homeowner through the process. It is hoped that the homeowner would also pay careful attention to the separate footnote portion, which is instructive as to the examples of research that can be done.
There are two levels of registration for houses in the Old North End Neighborhood.
1: The basic level requires the applicant to demonstrate the age of the house and its original owner.
2: The comprehensive level requires the applicant to complete the basic level and provide:
- A listing of all owners and residents as found in the public record, and the dates of their ownership or residency.
- A synopsis of significant known (from public records, past owners, neighbors, architects, etc.) events in the life of the house (major additions, destructive events, etc.).
- Highlights of known history of the owners and/or residents with emphasis on their significance to the City of Colorado Springs. Detailed discussion of at least one owner or resident or an event involving the house.
